I'm having the same problem over here... I don't think i've downloaded it from cydia.. If there is no way to remove it i think restoring and re-jailbreaking the iDevice is the best sulotion..

Follow the post of aloukat to remove it from your iPhone, if it doesn't go away then factory reset it like you were thinking to do.

I have this under my settings with all of the apps I downloaded from cydia. I know it's for Bluetooth but I never downloaded it. And a message pops up when I turn my phone on saying this is not optimiZed for this iPhone and says I may experience signal decrease. Is there a way I could delete this through Ifile because it isn't in cydia does anyone know what I could do?

Find the app about the wiimote open gl-Es demo, don't need to install, just let the page load, then go down to more by this developer, page should load and btstack should be an option, select it and remove if you wish. Note: you shouldn't ever delete something in Ifile.
