Contact Filtering

I know there must be some way to classify contacts into separate compartments like 'family' or 'neighbors' but I cannot find it. Or, just possibly I must find a third-party vendor for this chore?

I only want to see my dopey neighbors in my Contacts roster when the road needs repairing.

What're my options?

This is all I found on that. I actually was looking at this a few days ago. I wanted to make a group as well.
