What "data" icon?

That could mean more then one thing.

If you're jailbroken there's a tweak for that, though I forget the name of it.

There is no way to change the 3G icon to a digital numeric read out.

It does not display signal strength. All it does is "show that you are connected" it does not display the actual signal strength...just whether you are connected or not.

Now the signal bars, and the wifi bars...those actually display a "strength" of some kind. Those can be changed to a numeric read out...but not the 3G icon...that is just a static image...not a display of "connectivity strength".
