Flashing lights when getting a phone call

I saw someone who had an iPhone 4s just like me her phone would flash lights every time a phone call came through. Ive tried doing the same but I can't figure it out.

Settings -> General -> Accessibility -> LED Flash for Alerts -> Set to ON.
