Google File Management

I have found numerous apps that let you view and edit your google documents, but none of them are able to do simple file management activities up in Google cloud land such as create a new folder and move a document into it. I've tried:

Docs2Go
Documents2
GoodReader
GoDocs
GoGoDocs

Is anyone aware of an app that can do what I describe above?

Google cloud? You will need to have an app which will be capable of allowing your to login your google account. Have you tried doing this via safari or looking for google doc app in the app store?
