I've just downloaded a ringtone via iTunes to my iPad. However it doesn't seem to be on the ringtones list of my iphone? Can anyone help x

You'll need to visit iTunes on your iPhone and download it there as well. Since you've already paid for it... you won't be charged again. Of course, that's saying your using the same iTunes account on your iPad and iPhone.

Just got the ringtone process down myself (though a bit different from your situation)! I have tons of 35 second ringtones (damn you, iTunes, for making me trim them to <30) in MP3 format. For anyone with this same deal trying to overcome the hump (on a PC), here's what I did:
  1. Add them into your iTunes library.
  2. Locate the song/tone you wish to sync, then right-click on it, and click "Create AAC file". iTunes will convert it to an M4A file, and store it in My Music\iTunes\iTunes Music\and Unknown Artist\Unknown Album, unless it's tagged with that information, then you will find it filed within that artist and album.
  3. Change the extension from M4A to M4R (you may need to delve into Display Options to display file extensions).
  4. Add the M4R ringtone files into your iTunes library. They will appear under Tones.
  5. Sync them to your iPhone (I simply drag them under my device). They will appear under Ringtones, as well as on your phone under Settings, then Sounds.
Note, if there is a dotted circle next to the item, that means iTunes has not synced it to your device. If there is a circled exclamation point, that means iTunes cannot locate the file. I simply delete them and re-copy them, since I move them out of the iTunes Music directory and file them on my external drive.
