Help!

I tried updating the new software on my Iphone 4. Now I just have a screen that says Itunes with the icon above it. Below that is a photo of the usb end of the power cable with an arrow up to the icon. Tried rebooting everything. Computer, phone, and nothing is happening. Can't reset or do anything. What is the next step? This is the first problem I've had with the device, but I can't do anything with it now

that icon means plug into itunes and it will do the rest...
