i had iphone 4 carrier o2 uk which is blocked how do i unblock this iphone to request for clean imie

Contact the carrier and ask then why the device is blocked. It's either lost, stolen, or the previous owner has defaulted on payments.

The carrier will tell you which it is and what you can do.
