I found a japanese based iphone 4s I NEED HELP!!!!!!

I held it for quite sometime expecting the person to return but i am guessing he left back to japan..

i work in a hotel.

anyways im in guam, so my question is.... when i found the phone... it was already stuck on emergency calls only.

it says slide to unlock and when i do slide it to the right it goes straight to emergency calls. i am wondering is there any way this can be bypassed and stuff. to make this phone useful without having to go to a tech charging me almost $200
