I am running ios 7.0.4 and my iphone is erased from icloud ... I dont know the email and password and i tried all the ways to fegure them but I didnt ... how can I delete this acctivation ?? ...can I change some part to get it fixed ?!

Are you saying that you can't activate your iPhone unless you enter the iCloud ID and password? If this is your situation and you can't remember the ID and password, there is, unfortunately, no way to activate your phone.
What if i downgrade ?!
If you can't get past the activation lock, you can't do anything with the phone. Did you purchase this phone used?
