Does an iPhone really need to be jailbroken to install themes?

Yes, it does. 
I dont really want to jailbrake my phone. So I wish Apple would really do something about it.

It's not uncommon for Apple to add things to future iPhone's from the Jailbreaking world. They do listen to what people want and how they want it... via Jailbreaking. And subsequently add it to later releases once they have it secure and to their liking as well.
I have seen a few posts of people having issues with jailbraking and basically stuffing the phone up. I have seen some really cool themes but cant afford another iphone if I stuff it up.
