I had to force close the Phone app every other time I wanted to make a call, because it was unresponsive. Now that my iPhone 7 Plus is also on Public Beta, at the moment, I'm wondering if this will also happen there.

I haven't noticed any problems with the phone app in iOS 10.1 developer beta.

I haven't seen that on my phone. I haven't seen anyone else mention it either. There's been other issues on iOS 10 that Reset All Settings fixed. Did you try that?
