it's possible but not from the store. You can try Craigs List or eBay. You should be able to pick one 4.0.2 or 4.0.1 or 4.1 with preserved baseband up to $700

But our only budget is 650$.. Does apple store the only store sells it 650$ for iPhone 16GB?

Its good but, Im gonna use it starting for my college, That iPhone is used, I dont know if thats good. I really think I need a brand new for my graduation gift.

well, if you look you can find a new 4.0.2 or 4.1 one for that price. I know I can all day long.
