Iphone 4 keep asking me to go to iTunes for notifications!

I have an iPhone 4..... And a few days ago it started asking me to plug my iPhone to iTunes for notifications. Also iMessage & FaceTime are not working.... It says waiting on activation if I can recall. Anybody know how to fix it?? Thanks in advance!!

That is very strange. Have you tried connecting to iTunes? And what is "Scruff"?
