IPhone 4 Sold at apple store for full price?

Is IPhone 4 sold at apple store for full price of $780 in US unlocked or not? Some sale rep says it is unlocked other say locked. Any one has any experience!

he said in the US so I just assumed he was buying the the US... but there's a chance it's unlocked if it's outside of the US.

how can they justify such a high price when its locked

As far as I know it has to be purchased on an AT&T plan as well even if you pay full price. The reason they sell them so high is just to snag a few more AT&T subscriptions. In my opinion the iPhone loses alot of it's appeal when on another network that doesn't work properly. So it's AT&T or the highway.... lol (until verizon goes gsm or something)
