My iPhone 4s on Verizon is extremely slow on 3G . It won't even load a web page. It's extremely frustrating. Is it the phone or the network?

No its not a restriction that is applied by Apple. Any iPhone 4s will have the same data speeds over the same wifi network. As I stated its Verizon's 3g network, nothing more. I remember when I was once able to get between 1.8-2.5Mbps down on Verizon's 3g network. But that was 28 months ago. Now I am lucky if I can pull down 1Mbps.

Try using the YouTube app or iTunes Match over 3G. It will constantly stutter and buffer. People on Android devices do not experience the same problem.
I jailbroke my 4s and purchased an app to work around the restriction, and now everything streams buttery smooth.

That sounds like a software problem. I want to say that I have a hard time to believing that the iPhone has problems buffering streaming data over 3g. But if that's the problem then I am shocked because normally the iPhone just works.
