My iPhone 4s on Verizon is extremely slow on 3G . It won't even load a web page. It's extremely frustrating. Is it the phone or the network?

It's the network. Verizon's network speed should not be so slow that you cannot load web pages. The 3g data speeds are about the only 1Mbps per second up and down. This is due to the extremely high number of 3g data users.
The ATT iphone 4s uses the HSPA+ data network which quite fast.

No its not a restriction that is applied by Apple. Any iPhone 4s will have the same data speeds over the same wifi network. As I stated its Verizon's 3g network, nothing more. I remember when I was once able to get between 1.8-2.5Mbps down on Verizon's 3g network. But that was 28 months ago. Now I am lucky if I can pull down 1Mbps.

AT&T's network surprised me! I expected much slower speeds than I am getting. Things move quite quickly.
I'm not surprised to hear about the Verizon network though. They have always seemed more like a racket con type's. Bills always much higher then they told you it would be and plenty of exscuses for the reason that it is.
I converted from tmobile to AT&T and I like it so far.

Who said anything about wifi? It's not Verizon's 3G network that's at fault. Anyone with a 4s who is not jail broken will experience this problem.
Try using the YouTube app or iTunes Match over 3G. It will constantly stutter and buffer. People on Android devices do not experience the same problem.
I jailbroke my 4s and purchased an app to work around the restriction, and now everything streams buttery smooth.
Yes Verizon's 3G network is slower than AT&T, but it's fast enough.

That sounds like a software problem. I want to say that I have a hard time to believing that the iPhone has problems buffering streaming data over 3g. But if that's the problem then I am shocked because normally the iPhone just works.

The app I purchased is 3G Unrestrictor. It works well & I recommend it. There is a similar app for those who don't jailbreak. I can't remember the name.

As far as I know - ALL 3G Unrestrictor does is allow you to use WiFi-Only apps over 3G (such as FaceTime), and it lets you get around restrictions such as downloading files larger than 20mb from the app store and such.
I am fairly certain it does ABSOLUTELY NOTHING to improve your connection in any way.
