iPhone 5 iOS 6.1 not showing app notifications, just playing the tone

I'm not seeing the app notifications all the time. It's intermittent and I don't know which apps aren't showing them. Some work even when the phone is locked. I just here the alert tone that an app has a notification, but nothing shows up. Emails work fine.

Any one know the issue? I have set all apps to show in the lock screen.

Go to Settings > Notifications. Then change the settings for the apps that you want to show banners, make a sound or both.

I did that already. All apps show the banner and alert. Some just don't show up and I don't know what app is showing me an alert.

Go through each one manually and double check. If you want to add them to your notification center or remove them, you'll have to do so for each and every app. There's no way of showing what each and every setting is for each and every app/tweak all at once.

Already did that too. All apps are set the same. Just some dont show the alert ban we a s some do. It's not the is update because this happened on the last update.
