iphone charging issues

I recently bought an iphone off of ebay. about two days ago it shut off and now will only start when plugged into a wall charger. when it does boot it says that it needs restored, but when i plug it into the computer the apple logo shows up for a few seconds and then i get a black screen. ive tried two different batteries and they both did the same thing. thanks in advance for any help.

I can now get into recovery mode but when i try to restore i get an error code 21 or 1602. i also tried a tethered jailbreak and running the redsnow recovery but both get stuck on waiting to reboot

What about make a fresh factory restore via iTunes? Also doesn't work?
