I just installed iOS 7.0.3 on my ATT iPhone5 and now I can't turn iMessaging on or off. I also lost the ability to do group messaging. I tried everything short of resetting my phone. Has anybody else seen this since the update? My phone was working fine prior to.
 
If a hard reset doesn't fix the issue, you'd need to backup the device and restore to a fresh copy of iOS. iOS 7 is plentiful in bugs and beyond half-perfect. If fidgeting around with Settings doesn't help, a restore would be your bet.
 
I just factory reset my phone without doing any sort of backup to rule out any settings that could have transferred over. I still can't turn on iMessaging, all it says in the iMessaging tab is "waiting for activation" forever. I also still can't do group messaging, when I send a group message it sends about 90% of the way then fails.
