iTunes won't recognize

I had to completely reinstall iTunes on my Windows PC, and now iTunes won't recognize my iPhone. Actually, it will, but it acts as if my phone is brand new. I've synced multiple times, but all it shows are songs I purchased after the reinstall. It won't sync my custom ringtones, songs and so forth.

I've tried reinstalling iTunes and I've tried rebooting the phone. Thankfully, all my songs, etc. are still intact, and oddly enough, it does sync the post-reinstall songs.

I'm at my wit's end here and any help would be appreciated and thanks in advance.
