welcome!... the iphone 4 32GB or the 16GB, no difference apart from the space so depending on if you think you will need 16 or 32GB really, tomorrow apple have an event where they will probably announce a new device

Welcome to the site. The iPhone 4 is the best iPhone out there for the moment. iPhone 4s or 5 is coming soon anyway, still no one know how better it's going to be compare it to the iPhone 4.
