I was wondering do you need a data plan to download and access apps for the iphone? Also, is it possible to access wifi without a SIM card?

You don't need a data plan to download or access apps as long as you are connected to wifi. Would be just like an iTouch.

You will need to activate the phone first with a sim if it's not already been done...
