That will probably be shortly before iOS 17 is released in September.

Actually it usually a couple of months before the actual official release in September because Apple wants to make sure it's somewhat ready when the newest iPhones are released.

I think that the network providers (mine is T-Mobile), should send us a text when an update is available.

It really is not the responsibility of the network providers to tell you when to update your devices.

Your post was the first time I had heard about it.
If you allow it in Settings, a badge will appear on the Settings Icon when there is a Software Update. Clicking on it shows an update is available. You can initiate the download from this screen
