Lock down date time setting on childs phone?

Hi - I think my child has been manipulating the date time setting on her phone to get around Screen Time settings.

Is it possible to lock down the date time settings so she cannot change?

Unlocking an iPhone to use it will enable the user to change the date and time settings. They can't be hidden away behind a password to prevent changing them. There is no equivalent of administrator setting like on a computer.

How old is the child?. I have a belief that the youngest you should be before you get a iPhone is 13.
