missing cellular data network tap? and pending tss?

Hi guy im new here and new to jailbreaking and i need a little help i just jailbreak my iphone 4 v4.1 and im missing the cellular data network so i can input my settings and also in cydia on the top it says this device is in pending tss queue is this normal any help will be appreciated

ps:i dont have an active sims yet is that why cellular data is missing?

Yes, a SIM is required to get the network tab. As for Cydia, it is too late to save SHSH for any 4.x firmware, that's why it just says pending.
