Network unlock Iphone 4 on Baseband Modem : 04.11.08-ICE_2_13

Hi,
Can anyone tell me if it is possible to remove network lock on iphone 4.

Phone : Iphone 4
Installed Firmware 5.0
Installed Baseband Modem : 04.11.08-ICE_2_13

I tried redsn0w 0.9.9b8, but that did not work.
