first im sorry if this has been posted before. but is there a way to make text ringtones? and what do i do to get the battery life in the top right corner of the i phone 4.

No custom text tones unless you jailbreak, sorry

But for the battery percentage I think you mean, go to Settings > General > Usage > battery percentage (toggle)
