No automatic connect to personal hotspot

I used to be able connect my iPad to my iPhone hotspot regardless if it was was turned on or off. I started having some issues so I reset my iPhones and iPads network settings. Now, I have to manually turn it on? How do I get this feature back? I don’t have WiFi and use data instead so this is rather frustrating when my iPad keeps disconnecting when it is tuned off and I have to reenable the hotspot continuously. Any help is appreciated.

Make sure Bluetooth and Wi-Fi are turned on on both your devices.
Then go to Settings - Wi-Fi on your iPad, select the name of your iPhone’s hotspot, scroll down to Auto-Join Hotspot and tap it. Select “Automatic”.
