No user wallpaper option in winter board?

Hi everyone!

In winterboard on both my ipad and iphone, there is no user wallpaper option...

when I download themes that include wallpapers they don't show up, and the only advice that I can find is to make sure user wallpaper is not checked in winterboard, but I don't even have that option..

any advice?

ps both devices are ios7
