Some banks already have this facility, of course, and have done for some time, and Chambers points out that the facility was actually first introduced after the 9/11 attacks in New York, when so much of the financial infrastructure of the US was either shut down on purpose or hampered by the sudden demands on its systems. Legislation was then passed in the US to make such things as smartphone camera check paying in possible.
