Problem unlocking i-Phone 4

I can only access the IMEI number and emergency calls. The phone is locked to AT&T and not activated.

I am considering purchasing a PhoneBook Card from DITS ($5.00) in order to access the menu on my phone. As I said before it is not activated and locked to AT&T. Also the original SIM is no longer with the phone. If this works, at least I would be able to find out the baseband. I then could unlock and jailbreak the phone using Cydia. Is this correct?

I downloaded f0rcast V1.3 which enabled me to find out the the firmware and baseband without the phone being activated.My phone is running iOS 4.2.1 (8C148) and the baseband is 03.10.01. Could someone give me exact instructions on activating, jailbreaking and unlocking this phone?
