How do you know that someone has turned off iMessage?

If your texts are being received in "green", it may simply mean they are experiencing service issues. Or the iMessage server may be temporarily down
 
It also shows green when someone has their iPhone powered off. My son is a youth minister and uses an app for group messages. He has to turn off iMessage to do the group messaging with the app. He often forgets to turn it back on.
 
imessage is only for idevice to idevice and will not send your son's group messages to those without idevices. It uses imessage to send messages unless the person who is receiving the message can not receive it due to network issues or the reciprient choosing to not have it turned on (as in the case of those who do not want to exceed their data limits due to excessive texts). As he already knows. It uses data rather than text message in terms of your network billing. There is nothing that will remind him to turn it back on unless the realization of green bubbles instead of blue ones does.

A little addition here, iMessages can be sent to and from Mac computers as well as as iOS devices.
 
Yes, TY. I was trying to find a way to say Apple device without saying that. But mostly I was trying to nicely let the priginal poster know there is a legit reason for imsg. to be turned off and that her son needs to remember to turn his back on in that data pkgs. are limited, many text pkgs. are not. People receiving imsgs. are having their data used up by others and their only way to control this is to turn off imsg.
