Using Google, I created a link to a web page. This link now sits on my home screen, with the Google icon. I want to change the icon. I have a picture I want to use. All I can find is some instructions using shortcuts, but that doesn't work.

Can anyone point me in the right direction?

I would start afresh and create the link by using the Share button to “Add to Home Page” which you will find to the top right of the Safari browser.
 
So I used safari, followed your instructions(?) and got the same icon when I set it up originally with Google. My problem is not with the link. I want to change the icon.

To get this done, you‘ll have to create a shortcut of the site.

In Shortcuts, create a new shortcut by tapping the + icon. In the search bar, enter “Open urls” and select the suggestion below. Then copy the url (website) into URL. That done, use the Share icon to add it to the homescreen. You can also decide while setting it up which icon and colour you prefer, or you can use one of your own images. Tap “Add”, and the icon will appear on your screen.

I use DuckDuckGo as default browser. When I tap the icon for the first time, it asks if I allow to open the site there.
 
I use a shortcut called ‘Customize web app icon’. You can find it on RoutineHub.
The shortcut will attach to the ‘share sheet’, and when you open the web page that you want to change the icon for, select the shortcut from the share sheet and follow the instructions.
It will give you the option to select your own picture, paste and image from the clipboard or enter a url for an image.
I’ve used this shortcut many times to change web app icons.
