How do I download or use existing music to change my ringtone on my 4s

2) Buy thru iTunes.

Otherwise you can't based on your requirement of no PC.

That requires a PC to move the final ringtone from the apps storage space, that is on iOS device, to the Tones location in iTunes so you can then sync it back to the iOS device.
