Like in many other things, forecasting has become much more 'worst case scenario oriented'. Probably generally a 'safe attitude' but often credibility takes a hit. I saw a lot of that years ago when I was working.
I think it’s because the forecasters don’t want to be accused after the fact of giving insufficient warning of a possible disaster no matter how remote the chances of such a disaster actually happening.
