I'm experiencing trouble applying any lockscreen, any help?

The lockscreen can only be tweaked using Springtomize 3, or by the use of HTML/Cydget. Old lockscreen themes do not work as most of the elements are completely overhauled.

iOS 6 themes have to be ported over to iOS 7 before you can use it, especially with the addition of a .PSD to Winterboard's requirement on iOS 7. There are a number of themes that are available for iOS 7, and many of the older themes (whose developers/artists are still active) are updating their themes for iOS 7 support as well.

You can't download apps through Cydia. Cydia packages are separate from AppStore apps.
