Wifi greyed out

Hi guys

My sister has reported that her wifi and Bluetooth options have greyed out. She has tried all resets and even wiping the phone back to factory settings, but all with no luck. Apparently this has happened to a few people on the 4S. Any ideas what this can be and how to resolve it?

My husband had those issues and had his 4s replaced by the apple store TWICE!! They told him "if you have the most recent update it should be fine". When they looked at his phone they said "yeah we're replacing this" he is on 4s #3!!
