Can't load photos

I cannot import any photos from my iphone 6 to my PC, Windows 10. Keep getting the message, 'Make sure iphone is unlocked'.
Why is this so hard when it should be so simple? I've loaded icloud photos to my menu but this just adds more confusion to the whole process!!

Sometimes, when it says that, it means for you to active it with Touch ID or your password. Try that next time you get the message.
