Couldn't activate jailbroken 3gs after updating to 6.1

Put the device into DFU and restore.
It is strange, in sn0wbreeze I by mistake chose iOS version 5.1.1, not 6.1 as I had at that moment. Sn0wbreeze created for me .ipsw file which I used for restoring my 3gs in iTunes. It was successful! I mean I've heard that downgrade is a very hard thing to accomplish and you need to save .shsh files or some blobs for downgrading, I did it without all this. How is that possible?
Then following Willerz advice I launched resn0w and chose that .ipsw file which sn0wbreeze had created for me. I jailbroke the device with it, and clicked in the boxes of "Install Cydia, Deactivate and Install iPad Baseband".
Right after everything was finished, I inserted my SIM and, no surprise, there was no service. I opened Cydia, add Repo.ipareloshos.com as a source and then searched for ultras0w fixer. There was no fixer fro my 5.1.1. Only 6.0.1 and 6.1. I tried to install them all, but 6.1 could not be installed, some errors came up on a screen.
Is there any way to unlock 3gs with whatever iOS version?

I still don't understand which .ipsw file I should use for restore in iTunes. Sn0wbreeze created for me two .ipsw files files for some reason, and didn't tell me which one I should use.

1) Run RedSn0w as an administrator
2) Click on Extras
3) Select IPSW and point it to the iOS 6.0 IPSW as in six point zero
4) Click Back, then Jailbreak
5) DFU your device
6) In the screen of tickboxes, tick "Install Cydia", "Deactivate". If you want to use UltraSn0w to unlock your device, tick "Install iPad Baseband" as well
7) Let it jailbreak.
8) Once you're done, open up Cydia, install UltraSn0w and the UltraSn0w Fixer for iOS 6 and reboot your device.
Restored > Jailbroke > Unlocked
I created via sn0wbreeze iOS 6.0 for iPhone 3gs, I pointed it to redsn0w clicked Jailbreak. Then I clicked on "Install Cydia", "Install iPad Baseband" and "Deactivate" and let it jailbreak....right after an error popped up:

This is why I recommend NEVER using Sn0wBreeze because one, it's making the process more complicated and much longer than necessary, two, there are a lot of bugs that comes with Sn0wBreeze, and three, it's not exactly user friendly, even for advanced users.

With RedSn0w, you don't need any specific IPSWs. Use. Clean. Ones. Sn0wBreeze loves to create a custom IPSW for everything. UNNECESSARY. Simply select the clean IPSW for the iOS that you're trying to interact with in RedSn0w, and do your thing. As for UltraSn0w on iOS 5, you don't need a fixer. The fixer is only necessary for iOS 6. iOS 5 is already supported by UltraSn0w as is.

If I understood you correct, now I need to 1) download a clean iOS 6.1 from some source and 2) add the downloaded ipsw to the redsn0w and simply jailbreak?
Then I would need to install Ultrasn0w via Cydia and iPhone 3gs is fully unlocked?

1. I downloaded official iOS 6.1 and 6.0
2. Using iTunes I shift-restored my iPhone 3gs to iOS 6.1 (which I have previously downloaded)
3. iTunes said me that he can not activate me iPhone now
4. I ran RedSn0w 0.9.15b3 as administrator and in Extras I chose iOS 6.0 (which I have also previously downloaded)
5. I pressed back and RedSn0w asked me if this is a newer model of 3gs (I tried both options - first NO - which was unsuccessfull - I received an error after pressing "Jailbreak" button, then on the second try - I pressed YES, and Jailbreak process went thru saying that it is *tethered*)

6. After RedSn0w finished jailbreaking, I needed to go thru activation on the phone. Which was unsuccessful. I tried it with SIM card inserted and without.

Try this. Restore the device as a new device again, and just straight up jailbreak using RedSn0w without ticking Deactivate when using RedSn0w and see what happens.

Restore using officila iOS 6.1, then Selecting in RedSn0w IPSW - official 6.0, then Jailbreak it with Intalling Cydia and iPad baseband, but without Deactivate. Is that correct?
 
Here is what redSn0w showed me after jailbreaking with installing Cydia and iPad basband (but without Deactivation).
iPhone loaded successful but how do I use my local SIM now?
There strange thing is that I don't see Cydia on the iPhone.

Boot it tethered now. Open RedSn0w > Extras > Select IPSW, point it to the iOS 6.0 IPSW again, then click "Just Boot" on the same menu screen. Put the device into DFU mode once more and you should be okay.

I did what you told and now I see Cydia on the iPhone.
No I am unable to manually reboot the iPhone at all? Because it is tethered, right?
 
Now that you can see Cydia, first install "Evasi0n Untether for iOS 6" and reboot your PC. This will untether your jailbreak. Then go back into Cydia and do you thing. If you're on the iPad Baseband, you can unlock using UltraSn0w and UltraSn0w Fixer for iOS 6.1. Or, you can downgrade your baseband using RedSn0w to 05.13.04 and unlock using UltraSn0w and the fixer. Note that you have to have the fixer to use UltraSn0w on iOS 6, otherwise it'll keep showing up as No Service or you'll have quite a bit of problems.

If you're looking to downgrade your baseband after untethering your 3GS, open up RedSn0w > Extras > Select IPSW. Point it to the iOS 6.0 IPSW once again. Go back, click Jailbreak, DFU the 3GS, this time, tick only Downgrade iPad Baseband and let it do its thing.
