The OP is not actually on the iCloud Activation lock-screen, he is stuck on the setup where you require a valid sim card for activating your iPhone because its locked to a specific carrier.

Nope, R-sim unlocks all carrier phones. It has no concern with the IMEI of the phone. On the other hand, factory unlocking would require an imei number to unlock.
