iPhone problem!! Help Someone PLEASSE!!

Ok, i hope by my begging headline i got someones attention

I have an iPhone 5s, which wont let me access the phone. I am stuck on setting it up, when i choose the country etc it takes asks me to either logon to wifi or connect itunes. When i connect itunes i get the error "

We're sorry, we are unable to continue with your activation at this time. Please try again later, or contact customer care. When i connect to wifi, it tells me something about the server and i should try again later.

Regardless of whether i have a sim card in the phone or not it does the same thing. Also the icon on the left where it is supposed to show signal is continously on searching. When i press the info button before swiping to go to setup a blank box comes up with no imei number in it.

I have done a check and the phone is not locked to any network or blocked.

I have tried restoring the phone with no avail.

I have purchased it off someone from ebay and now stuck... I am open to anything that will work even jail breaking however i hope it doesnt come to that only because i am unfamiliar with that.

Take it to an apple store and see what they say. You roll the dice when you buy off eBay. But you are not stuck. I would start the process for an item not as described claim if this is the case. They will refund your money.
