It's the clock on the old Post Office building in Regina, Saskatchewan.

I love how old it is/looks and right over it's shoulder is a new very modern structure

The building was constructed in 1906, with the clock tower added in 1912 and an addition on the south side in 1929. Here's a photo from 1912. Interestingly, every building in the photo is still standing, with the exception of the building on the far right. The clock tower is at the north-west corner of the building.
