Because of the frozen ground, I guess?

Usually it's getting cold here in January, that's why they can work at this road in November.

It's the frozen ground as well as the fact that the asphalt plant has shut down until spring and it's too expensive to pour concrete sidewalks and curbs outside in winter where you'd have to tent and heat the site to prevent freezing until the concrete dries.
