MacRumors reports that according to The Jakarta Globe, Apples three Singapore carrier partners are planning to market specially customized iPhone 4Ss with the camera removed to members of the Singapore military who, are banned from taking camera equipment onto their bases. MacRumors even has a picture of one such Non Camera iPhone 4S that was offered for sale online by carrier M1. Of course, as you might expect, selling iPhone 4Ss with the camera removed has not received official approval from Apple. In fact, the carriers are actually being a little bit naughty, as they are simply removing the cameras from the phones themselves and then charging extra for the privilege! Also, as MacRumors points out, any phone that has been amended in such a way will no longer be covered by Apples warranty.
Many other countries have similar restrictions on the use of camera phones on their bases, but it seems that Singapores carriers are the first to actually do something to circumvent the ban.
