What did you update from? Is the performance suffering? My iPad 3rd generation slowed drastically from 5.0.1 to 9.3.5 so I never updated my 4S.

My 4s was on iOS 9.3.5. As the release notes say, it's for addressing GPS performance issues relating to the date rollover cycle. If your iPhone 4s is currently on iOS 9.3.5 there should be no additional issues in downloading this update.
