Here are two more suggestions:

Disable syncing (Settings - iCloud - Safari), if you use it. Also turn off Passwords & Autofill in Settings - Safari.

What iphone do you have and what software version are you on? Settings>General>About>Version...
I just wonder if this is an issue with and older Safari version?
