LR is free. If you also subscribe to their Creative Cloud there is a monthly fee, however a subscription to their CC is not required to use LR and you’ll only lose access to a few features if you don’t do the monthly subscription

If you sign up for their Creative Cloud it’s $9.90 a month (or was I haven’t checked lately). It actually gives you a lot if you are a photographer making lots of photos. Besides opening up a few extra features it has cloud storage allowing syncing between everything and also opens up the use of some other Adobe products.
