If you bought your iPhone on apple upgrade plan either on AT&T or T Mobile
you can unlock it by resetting it via iTunes.

you can unlock it by resetting it via iTunes.

That doesn't unlock the phone because it is already unlocked. It just has to be activated on those networks by the terms of the plan.
